Everything in this handbook is general engineering knowledge: 3GPP KPI definitions, industry-standard procedures, ITU-R recommendations and publicly documented vendor behavior.

Deliberately excluded: no confidential employer data, internal network configurations, credentials, customer identifiers, or proprietary procedures appear anywhere in this repository. Content was distilled from public standards (3GPP, ITU-R, ETSI) and generic industry practice accumulated over 17 years of field work.
